In 1984, Robert M. Picerne moved to Florida and established Picerne Development Corporation of Florida (PDC), a subsidiary of the Picerne Real Estate Group. PDC began as a developer of luxury rental homes throughout the state, particularly in its home base of Orlando and in South Florida.
With the increase in popularity of the Low Income Housing Tax Credit (LIHTC) program in the 1990s, PDC began to focus its efforts in affordable housing. It established a subsidiary called Picerne Affordable Development, LLC (PAD) and fast became one of the premier developers of affordable housing in the nation. PDC and PAD have developed over 9,000 units of affordable housing in 22 states and Puerto Rico.
